Unfortunately no. Nintendo HK/Taiwan never provided an official digital manual like in many other countries.
We will have to wait for a scan of the whole manual.

Correct. Neither feature was available for TWN (Taiwan, Hong Kong) and CHN (Mainland) region 3DS units.
