This games is translated into Simplified Chinese (Mainland), but is not officially released in China. This is what Nintendo finally realized after trying and failing to officially release games in China for a decade.

No. This was a special re-release that contained both the main game and the DLC, separate from the original release. This physical edition in is currently exclusive to Hong Kong, Taiwan, and Japan.

The person was believed to have worked for or with Nintendo HK.
He deleted this "news" account sometime around late 2017, so he was forgotten by many old fans and never acknowledged by newcomers to the Nintendo community, despite having dropped a nuclear bomb in it.

Two famous used videogame stores in China--Ningbo Old Hunter and Libero Game--pulled all of their game listings off Taobao.
Ningbo Old Hunter announced on their Wechat program that their store will temporarily go offline and suspend game trade-ins. (1/2)

The Splatoon 2 one is only available in Japan, Hong Kong, and Taiwan. Game is only in the Japanese Language.
(Hong Kong and Taiwan official sells both the Japanese and North American version of Splatoon 2, but only the Japanese version got a on-cartridge DLC release.

The Legend of Zelda: Majora's Mask would have been a perfect Halloween theme game for the Chinese gamers...if it were released on the iQue Player.
Perhaps the ill fate of this cursed title was already set in stone by its ID--21031.

In fact, this game was so mysteriously creepy that there was not even one speculation to why this game was cancelled:
Some mentioned rejection from the government; others suggested technical difficulties; and one former iQue employee said the script wasn't even finished at all.
