I doubt they are actually referring to the actual Singaporean market. What they are saying is that Nintendo may have used Singapore as an excuse to ship games with S. Chinese that are not sold in China.

New Super Mario Bros. was released in China on July 6th, 2009.
It was the last physical Nintendo game released in China until NSMBUDX.
NSMB was also one of the two candidate titles for iQue DSi preinstall, the other being Nintendogs, both approved in 2006 but released in 2009.
