The previous year of the Rat, 2008, was an unfortunate year in iQue's history: It was the first year since 2003 where not a single Nintendo game was released in China.
The ill-fated iQue Wii also failed under the console ban then.

Personally I am not aware of such plans, but it's likely that the localization was cancelled because all localized games sold in and before 2013 did not sell well.

The HK cartridge situation is a bit complicated: Some releases have CHT cartridges but many others uses cartridges from other regions even for official HK/TW regions (like EUR, JPN, ASI).
This out-of-region situation even happens for Nintendo's releases (like MK8D and SMO).

The Tencent one (the official Chinese model) was not well-appreciated due to its tiny library (one game so far!), bad compatibility with import games, and most importantly, a future that does not appear optimistic as of now.

The Tencent model is the only one that plays the Mainland China version of Switch games (Currently only 1 title), and if you live in Mainland China the console also comes with a warranty.

It seems that someone got the Chinese version of New Super Mario Bros. U Deluxe early.
Unfortunately the "review" video was of terrible quality but we can still see a warning on the console that says the game card cannot be used.

They do. However, to officially release a game in China Tencent/Nintendo needs an approval from the goverment, which they haven't for their games saves New SMB U Deluxe.
They probably planned to release MK8D for Chinese New Year but are falling behind schedule.

The iQue DS Lite manual recommends using the "iQue-exclusive Online Service" to play Game Boy Advance titles in multiplayer mode.
It's unknown what would have been the Online Service mentioned in the manual, but the Net Card could be one possibility.
