Notably, the game seems to come preloaded with Ver 1.4.0, an update that has not been made public yet.

This is not just a single case. Many gamers from Taiwan purchased a copy of MK8D that comes with the not-yet-released 1.4.0 update (and Chinese support that comes with it).
These "newer", 1.4.0 versions seem to have ...AABPA-JPN-1 as their serial number. (Note the extra "-1")

Update: A Nintendo Wii game would cost around 68 RMB(10USD) (New. Super Mario Bros. Wii).
That is cheaper than a digital Wii game on Wii U Nintendo eShop in the States.

Video games need to be localized to legally officially sell in Mainland China. Also, you can see the games are having Chinese Simplified characters on their title.

It is very likely that iQue was in charge of the localization, and these games might even be translated way before iQue was forced to scrap their iQue Wii release in 2007.

Well, the truth is, I do not see any Mario Kart 8 Deluxe Chinese boxarts yes. Also, keep in mind that the Super Mario Odyssey copies with Chinese boxart came with EUROPEAN cartridges.

Why not Bayonetta on its own, you ask?
This is because Nintendo HK has no official eShop support. HongKongers can buy game on eShop with their Japanese/American/European Nintendo Accounts, but trying to access the Nintendo eShop with a HK NA won't work.

Fun fact: If you play ARMS in the Chinese S./English language settings, the game will run in Chinese, the characters will use the same English names in the Japanese version, and the system menu will be in English.

China has to unban the game first. The game utilizes Google-based map services, which isn't accessible in Mainland China.

It is. It uses upscaling technology from NVIDIA. No TPHD texture from the Wii U Version was used(From what I saw, don't have my hands on one yet)
