The comic was found from a file included in the CD-ROM bundled with every iQue GBA SP handheld. A file named "iQue_reader" (No file extention) was located in the "reader" sub directory and had the size of exactly 4 Megabytes (4,194,304 Bytes).

By adding the file extension ".gba" to the file and running it in a GBA emulator, iQue_reader turns out to be a reader app for GBA.
Included in the ROM are two contents: One is the Mario comic, and the other is an article written by Dr. Wei Yen (Co-founder of iQue).

I think is the latter. If you have seen the pamphlets made by iQue and Nintendo HK, they are pretty good in terms of design quality.
It is true that these pamphlets may be made in China, but also keep in mind that Nintendo is in charge of quality control.

The ARMS banner (http://www.nintendo.tw/img/index/arms_banner.png) and the Nintendo 3DS logo (http://www.nintendo.tw/img/index/3ds_mark.png) actually 2 separate images overlaying each other.
When a few users tried to visit http://www.nintendo.com.hk, they were redirected to this totally irrelevant site.
The redirection could have something to do with the DNS settings.
